The Department of Justice (DOJ), through the DOJ Action Center (DOJAC), successfully conducted the "Katarungan Caravan," a continuing initiative dedicated to extending free legal assistance to Persons Deprived of Liberty (PDLs). The program underscores the Department’s strong commitment to a humane, inclusive, and responsive justice system by ensuring that even individuals within correctional facilities are given meaningful access to legal remedies and due process.
Held on April 30, 2026, from 8:30 AM to 4:00 PM at the New Bilibid Prison – Minimum Security Compound in Muntinlupa, Philippines, the caravan provided comprehensive legal counseling tailored to the needs and circumstances of PDLs. In support of ongoing efforts toward jail decongestion and restorative justice, the activity focused on educating PDLs on available legal remedies, including the Good Conduct Time Allowance (GCTA), parole, executive clemency, appeals, and other post-conviction relief mechanisms.
The program was further highlighted by the presence of Margarita N. Gutierrez, the DOJ Undersecretary, who personally conducted the orientation for new participants, emphasizing the government’s commitment to accessible justice and the importance of understanding legal rights and remedies within the correctional system.
The initiative was made possible through the collaboration of key legal institutions, including the Legal Aid Society of the Philippines (LASP), the Integrated Bar of the Philippines (IBP) – Rizal-RSM Chapter, and the J. Reuben Clark Law Society (JRCLS) – Metro Manila Chapter.
The participation of the JRCLS was facilitated through an invitation extended by LASP Executive Director Atty. Joseph Migriño to the JRCLS Metro Manila Chapter, reflecting strong inter-organizational cooperation in advancing access to justice initiatives. The event was likewise organized in coordination with the JRCLS – Philippines Area Metro Manila Chapter under the leadership of its Chapter Chair, Atty. Ma. Stephanie Faye Agcarao.
The JRCLS legal delegation included Atty. Regino Pamittan, Atty. Julienne V. Dela Pieza, Atty. Nephi Obero, and law students Vj Porte and Laurel S. Vesliño, who collectively provided legal counseling and assistance to PDLs throughout the day.
Through the Katarungan Caravan, the DOJ and its partner organizations reaffirm a shared commitment to making justice more accessible and meaningful—ensuring that legal guidance and remedies reach even the most underserved and vulnerable members of society.
